FYI - bug 1882774 solves some issues on GCE/Azure in regard to nesting KVM.
If you can you might try these preliminary builds from there if they help your
case in any way.

I rebuilt the images and ran things once more.
Still I see none of the two rebooting and behave the same.
Imperfect, but the same ...
They boot up "normal" then I see a few times:
error: no changes of type "install-system" found

I ran that in a non-cloud env as a cross check.
Once on bare metal and once in a 1st level KVM (all 20.04).
bare metal was faster (as you'd expect) but none of them rebooted more often
than the other.
