was submitted prematurely.
So please start translating. You need approximately 15,000 translated
strings. Once there, please file a new request.

Thanks for reporting.
I think a language needs to meet a minimum requirement of translated
strings to create a new language pack. I couldn't find a reference at
the moment but I believe it is around 5% of the strings in Ubuntu.
