I've managed to solve doing this:
sudo apt-get purge update-manager-core
sudo apt-get purge software-properties-gtk
sudo apt-get purge update-manager
and then
sudo apt-get install update-manager-core
sudo apt-get install software-properties-gtk
sudo apt-get update
sudo apt-get install update-man
Bug 220569 has been opened and is probably a better place to discuss
todays events.

I can confirm this bug in a way. Backgrund info: I upgraded from Gutsy
to the RC of Heron (or at least it said "This is a release candidate"
before performing the upgrade though the RC had not officially been
released yet due to the delay).
So far updating always worked fine, but when I opened the
** Summary changed:
- update-manager-core requires 0.81 but it is not installed
+ missing update-manager in hardy heron
** Description changed:

- synaptic fails saying to report a bug since update-manager-core 1:0.81.1 does
not have a file
