To test I need to have some metrics on how fast the battery is
discharged. Otherwise I would need to wait at least a couple of days for
each kernel. Is there some tool that can help on that.

Ubuntu 19.04 and 19.10 use the same version of BlueZ so I doubt that's
the issue. Are you able to try some different kernel versions?
