I've been working on a patch for 19.10 to resolve this.
Since you are on 18.04 + our backports PPA - please can you test out a
rework of our 19.10 suggested fix?
sudo add-apt-repository ppa:ubuntubudgie-dev/desktopkeygrab
sudo apt upgrade
logout and login and use as normal - test reboot
