This package appears to exist in a broken form in Karmic, but is not
installable because of a version more than 1.5 years old (version 1.2)
that is currently bundled depends upon the python-xml package that was
dropped after the Jaunty release:

Rebuilding sids packages on both gutsy and hardy works perfectly (i've done it).
filing a backports request would probably work too, now its in ubuntu unstable.
