I also took the old pre-alpha cosmic image, flashed it on my raspi3,
booted it up, noticed a constant flow of 'GUESSING AARCH64 ...' messages
in the syslog from irqbalance. I have then enabled proposed, upgraded
irqbalance to 1.3.0-0.1ubuntu0.18.10.1 and confirmed that the irqbalance
spam stopped.
I took the latest bionic arm64 raspi3 daily image, confirmed that it
contains the latest irqbalance (irqbalance 1.3.0-0.1ubuntu0.18.04.1),
booted it up and investigated the syslog. No irqbalance spam was seen in
the syslog.

Fixed in 1.5.0. Also, uploading packages prepared by Dave for both
bionic and disco - although we can only validate this on a bionic
device. Disco synced for SRU consistency across upgrades.
