I can confirm that this is listed as a known issue in the release notes

Cluster stuck in C
I believe this was fixed in a later release of magnum. You can try the
following workaround in magnum.conf:
[drivers]
send_cluster_metrics = False
Basically, this is crashing the periodic tasks which are responsible for
checking on the status of the stack
