I'm using a laptop. All USB are busy... I've got nothing then to connect
a mouse to my computer... and the avantage of a laptop is to be carried
easily (without a extra-screen, without a extra-keyboard, without a
extra-mouse). I'm using the touchpad, nothing else. Then I need the
arrows !

If you use a mouse with a scroll wheel you should be able to scroll
accurately to where you want with the wheel, that's what I use myself
and I barely ever use the scrollbar handles.

What you describe seem to be the intended user experience: arrows on scrollbars
are not displayed, but you can still grab the handle and drag up/down
left/right. As for resizing the window, there is indeed a minimum width which
