TLP's config items not configured by default are so by design: charging
thresholds always go with a lower usable battery capacity. Therefore the
user must make a conscious decision.
This is not a bug.

By default, (dis)charge thresholds are not modified by TLP, you have to
manually enable this feature in /etc/default/tlp.
You also have to install acpi-call-dkms for TLP to be able to modify
those thresholds.
