Dang Kang, I believe it is already fixed in latest kdebase update for
Hardy. I've fixes issue with LOCALE settings for Cyrillic encoding, but
it is the same for any language.

On mounting the External Hard Disk I wish another issue could be fixed.
After the External Hard Disk is mounted, all the file names with Chinese
characters cannot be shown.This issue does not happen in the Ubuntu/GNOME
environment.

1) You could get "Permissions denied" error when mounting disk which
exists in /etc/fstab without "user" attribute
2) No special gui. Just uses existing functionality of Konqueror/Dolphin.

Quick patch. It calls dbus-message with kdesudo to mount the disks through HAL.
It is not complete. I need to do some additional stuff like errors handling and
so on.
