This was fixed in equivs 2.3.0, first found in Ubuntu 20.10 Groovy
Gorilla. --full or --source functions normally on Ubuntu 23.10 and
22.04. This bug still affects Ubuntu 18.04 and Ubuntu 20.04.

I was able to make this work by changing "3.0 (quilt)" in
/usr/share/equivs/template/debian/source/format
to "1.0" (without quotes) as it was in earlier versions.
I don't know if this is a proper fix.
