There clearly is a difference between fonts being on the hard drive and
usable by lilypond and the same fonts being installed so that they are
also usable in other apps such as Lyx, Ooffice, scribus etc. They have
not been installed, in this sense, on my system (Ubuntu 9.04, lilypond
2.12.1-0ubuntu
I don't know why this bug was marked as Triaged, I'm not sure the
misunderstanding has been cleared and it is not even clear that the bug
can be confirmed by someone else.

No, the fonts are on the hard drive, but they're not installed.
Installed means programs actually have access to them through
fontconfig.
