I was unable to recreate this bug when upgrading from Ubuntu 17.10 to
Ubuntu 18.04 today with the packages bamfdaemon and gnome-icon-theme
installed.

I believe Critical is justified because it means a failed upgrade from a
stable release.
rls-bb-incoming was added but then later removed -- so this has been
triaged by Foundations?

I hit this bug a few minutes ago, but upgrading from the ubuntu-gnome-
vanilla-desktop package in 17.10. bamfdaemon is not installed but gnome-
icon-theme is.
$ apt-cache policy bamfdaemon
bamfdaemon:

Candidate: 0.5.3+17.10.20170810-0ubuntu1
Version table:
0.5.3+17.10
While upgrading a system to bionic today the failure was reported about
dbus in bug 1743657.
