Moving: Ctrl and then move
Resizeing: right bottom corner
If this is bug I like it cuz it reely look like sticky note without all

I had the same issue. Pressing "ctrl" works for moving, but not resizing
the windows.
Another workaround is to untick the option "Show window decorations" in
the "View" tab of Xpad preferences (right click > preferences).
Like that, it is possible to move and resize again.
