It is hard to see how the described (mis)behavior can be the fault of
the resolvconf package. If there is (still) a bug, then this report
needs to be reassigned.

If the /etc/resolv.conf did not contain a message about it being
generated and not to be edited, then it most likely wasn't a link to
/etc/resolvconf/run/resolv.conf as it should have been and so it wasn't
managed by resolv.conf.
Check the contents of the files in directory :
/etc/resolvconf/run/
I can confirm this bug, and the behavior noticed by the original
reporter that reinstall or dpkg-reconfigure seems to fix the problem.
We are seeing this behavior in hardy.

Installed resolvconf package which appears different than what comes
stock with Gutsy.
