Thanks but your screenshot shows the problem is now reversed (lighter
panel and darker dock :).
Close, but still not quite right. We may need to change the actual
colour too/instead.

To my bare eyes it seems the alpha level of top bar is ~0.3 whereas
alpha level of the dock is 0.2 by default when all windows are hidden. I
changed the the alpha level of the dock to 0.3 using dconf-editor and
now it seems they're pretty much consistent with each other.
