This seems to be essentially fixed in initramfs-tools. The netconsole
module is in the initramfs by default, although you do have to arrange
for it to be loaded (I think that's OK since you have to configure
netconsole anyway). To do that, put 'netconsole' on a line by itself in
/etc/initramfs-tool
