According to errors.u.c bug 1664377 was already happening with 2.21 and
is not a regression in 2.22, so I'm untagging this report. However it is
a frequent cause of failure that needs a closer look (snapd from trusty
proposed failing on xenial, maybe an upgrade situation?)
