It seems that we'd also need to update new_gtlds_list, which has a list
of the "new" TLDs, which AIUI are not only "new" because they are newer,
but also because they are required to follow a well defined convention
on the location of the whois server (see the header of new_gtlds_list).

2. use #1 to replace the current version
3. update the changelog
4. upload to trusty and xenial
