This wasn't a good idea. In order to be consistent, you'd have to
elevate every one of devscripts' Suggests to a Depends, as they're all
there because one of its scripts uses it; then its dependencies would be
massive.
Most of the Suggests were elevated to Recommends in Debian releases
since Hardy
