It looks like the patch you sent upstream is not applicable anymore upstream
(and here in Bionic) and needs little changes.
This is clearly an upstream bug and would be useful in other distributions as
well thus I would not carry it only in Ubuntu unless there are no other options.
The attachment "jffs2dump-endian-convert-does-not-convert-major-minor-
numbers.patch" seems to be a patch. If it isn't, please remove the
"patch" flag from the attachment, remove the "patch" tag, and if you are
a member of the ~ubuntu-reviewers, unsubscribe the team.
