With the current release, updates are categorized as Recommended, Security,
Optional, etc, and you can select/deselect all updates in the categories. As
mpt has mentioned, permanently ignoring an update is tracked in bug #90105, so
what else needs to be done to get this fixed?

The matter is not only in priority of updates. For example I may want to
prohibit updates of OpenOffice - in such case OpenOffice updates should
be ignored even when all updates are configured for automatic
installation

I am not running the update-manager nor a GUI. I need the "apt-get
upgrade" to work on critical updates only for our servers.

This seems like a very sound idea for LTS releases.
Basing the "critical"/"urgent"/"important" updates on CVEs or similar
could be one way of implementation.
