This issues was before upgrade to current Ubuntu version. There were no kernel
that work properly with this stuff.
I've installed kernel 4.9.0-040900rc1-generic. And miracle happen. Brightness
hotkeys works and do brightness change. acpi_listen shows "button/lid LID
close" and "button/lid LID op
Did this issue start happening after an update/upgrade? Was there a
prior kernel version where you were not having this particular problem?
Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest

OS: Ubuntu 16.10
- /proc/acpi/button/lid/LID0/state shows correct information about lid.
- But acpi_listen produces nothing when lid closed/open. And no output
