I am able to confirm this issue, with the following steps.
1) Start the weather app
2) Notice the indicator-location shows it is using location services
3) Go to the settings and switch location off

Thanks for the reply. The problem is that when the location detection is
disable in the app, when you kill the app and re-open it, the switch still
remember that you have the detection disabled, but the indicator shows location
detection service is activated.

intent of disabling the location detection in the app is for it to be an
app only setting, rather then a system setting.
