I can confirm this on BQ Aquaris E4.5 with OTA-12, when video settings
are set to 1080p they constantly revert to 720p.

Settings forgotte
Same problem. I always set the highest quality in video in photo mode,
but switching to front camera resets the settings to medium. Very
annoying.
