Ubuntu Desktop is still out of scope for Ubuntu on s390x.
Please note, there have been changes in the default Desktop stack on
amd64, as it now uses gdm3 and gnome-shell by default. Thus things quite
possibly operate differently. I do not know if gdm3 supports vnc logins
at all.
