Yes, for a split second the apps stay there, without the decorations.
The same happens when the system starts: the dialogue Network Manager
shows asking for a password sits there at the middle of the screen, with
no decoration. Then, after a second, the decoration appears.

You reported this bug a while ago and I noticed there hasn't been any
recent activity. Just curious if this is still an issue for you as I
was unable to reproduce this issue with the latest compiz released in
Hardy Alpha (compiz=1:0.7.0-0ubuntu1). Please let us know. Thanks!
