libicu52 is and old version of the package and is not needed by any
software that is in Ubuntu 16.04. Therefore it won't be added.

We experienced this issue while installing "Ubuntu 16.04.2 LTS Version".
Does this applies the same? I mean do we have any workaround to get this
or only option left with to replace with libicu55?

Xenial has libicu55 so I don't think that libicu52 can be added to the
Xenial repositories.
May be bugs should be raised against those applications that depend on
libicu52 so that they are updated to depend on libicu55?
