Prior to the update:
$ virsh domfsfreeze x-freeze; virsh domfsthaw x-freeze
error: Unable to freeze filesystems
error: internal error: unable to execute QEMU agent command
'guest-fsfreeze-freeze': failed to freeze /: Device or resource busy
Thawed 0 filesystem(s)
$ sudo apt install qemu-guest-
Hello Dominique, or anyone else affected,
Accepted qemu into xenial-proposed. The package will build now and be
available at https://launchpad.net/ubuntu/+source/qemu/1:2.5+dfsg-
5ubuntu10.31 in a few hours, and then in the -proposed repository.

Fix is known and seems backportable, marking as server-next and subscribing for
somebody to take a look.
Also as mentioned it is in 2.9, so newer releases are already fixed.
