According to LP: 1579925, a fixed package is now available in xenial-
updates (and xenial-proposed, which will hopefully be moved into xenial
for the first point release), so I'm marking this bug "Fix Released"

I think the binary .deb is built now, it's a few clicks from the page he
references but I think the amd64 version

This is not good, it means irssi-plugin-xmpp in Xenial is completely
broken, due to a newer irssi, which
a) should have required a rebuild to fix the ABI mismatch, but
unfortunately we haven't tied this down to properly versioned package
dependencies yet
b) expects plugins in a different director
