actually the error it gives me in MATE is;

I'm seeing this behaviour on a freshly installed 16.04 unity and on a
different freshly installed 16.04 MATE.
I did install;
sudo apt-get install openvpn
sudo apt-get install network-manager-openvpn

I've confirmed that Dan's solution works for me. Thank you Dan!
In versions of Ubuntu prior to 16.04, you installed it like this:
sudo apt-get install network-manager-openvpn
In Ubuntu 16.04, you install it like this:
sudo apt-get install network-manager-openvpn-gnome

However, I did install:
network-manager-openvpn
In previous versions of Ubuntu, installing network-manager-openvpn only
would ultimately get the Open VPN options into the Applet/Indicator.
