I've been using lxde since about ubuntu 16.04. Lxpanel, when located on the
left or right, looks like this in all releases, including the current LTS -
24.04
Apparently, few people use this setting, so no one bothers to fix it

Fair enough, in regards to the image.
I've since kept the vertical panel, and the alignment is still wrong.
Further, I've noticed that the Internet connection icon is completely
absent in the vertical panel, but this again seems to just be a
consequence of incorrect alignment.

As for "rectangles" - it is not a bug but a side effect of image chosen
for background - default one isn't well designed for a vertical panel,
and since it's tiled, it got a bit odd look, and you can solve that by
configuring another background.
