I've upgraded to Focal a week or two ago and it looks fine now. The
systemd .service files for both kea-dhcp4 and kea-dhcp6 has the
following:

I'm updating isc-kea to 1.6.1 in focal. I know the systemd service files
do not come from upstream, but from debian, but many other things
changed since 2016, like netplan. I would appreciate if someone could
test this bug against that package once it lands.

Yes; no joy on that.
My understanding is that systemd-networkd-wait-online is only effective
if you're running systemd-networkd, which I'm not, as this is a vanilla
Ubuntu 16.04 *server* instance, with ifupdown, not NetworkManager or
systemd-networkd.

kea dhcp server daemons brought up before networking
This seems to be more than just kea affected. From what I can tell,
systemd's network-online.target and network.target are basically useless
on 16.04 server. I'm running 16.04 server with ifupdown, which is stock
as far as I can tell, so I'm running neither systemd-networkd or
NetworkManager and
I tried this out in yakkety. It doesn't work for me there either.
But i managed to fix it by manually enabling the "systemd-networkd-wait-
online.service" using command "systemctl enable systemd-networkd-wait-
online".
Is this something that the isc-dhcp-server package does by default?

This isn't fixed in xenial yet.
The fix obviously is to add the following to systemd. Just look at the
.service file for isc-dhcp-server :)
Wants=network-online.target
After=network-online.target
After=time-sync.target
