I encountered a similar problem with VirtualBox; I found that if I
changed my display model, performed a test, then OKed out of
displayconfig-gtk my changes were lost; but if I changed my display
model and OKed out of displayconfig-gtk without a test, my changes were
saved.

I was just able to reproduce this on Ubuntu/i386 under vmware as well,
even though it worked properly before, after installing from the same
DVD. Very strange.
