Gutsy task.

i reopened this bug because in intrepid it seems that nm-vpn-properties does
not exist any more.
so i think that the launcher (also if not visible by default) should be
deleted.

No, this is actually not fixed in Hardy with all the updates.
I installed package network-manager-openvpn and the element "VPN
connection manager (vpnc)" appeared as unselected.
I went to "Edit Menus", made this element to be shown and after clicking on it:
Error: could not find «nm-vpn-properti
