A fresh install fixes this. The problem was trying to upgrade from a
broken Feisty system.

the thing in /usr/local is a manual installation from source. That would
explain why the installation crash, because the package postinstall run
a command that links against libgphoto2 to setup the udev permission.
That libgphoto2 in /usr/local seems to take precendence over the system
installed on
How I solved this problem:
I uninstalled the broken libgphoto2 package from synaptic.
I ran the command whereis to see if libgphoto was installed somewhere
It gave me /usr/local/lib/libgphoto2* etc
I went to /usr/local and moved all libgphoto2 related libraries to a backup
folder.
Then installing
Same problem here, only the error exit status is different: 139
