There's indeed an issue with rebooting in devel-proposed, the dialog not
always is enabled to the user and then the times i can click on restart
it doesn't seem to be able to actually restart the phone (reboot from
the shell can't either).

By "no response" do you mean nothing happens or that the phone goes
blank and doesn't respond? I saw the latter on a mako, too. Unlikely to
be a unity8 issue, needs investigation into what prevents the device to
reboot.
