Well, as a work around for now I'm using extlinux and syslinux-common
6.03+dfs-11 from debian.
They are working as expected.

http://http.us.debian.org/debian/pool/main/s/syslinux/syslinux-common_6.03+dfsg-11_all
Same failure with Xenial amd64.
