After reading bug #118193, I think they are not the same bug too. As
KevinLange said, this bug occurs while GDM is already started.

I'm not entirely sure they're the same bug. The problem here is when
trying to login to a remote computer, GDM doesn't start. The bug you say
this is a duplicate of is GDM not starting when XDMCP is enabled on
