Just a note having tested afrantzis' silo that mouse-waking will have
the effect of switching to windowed mode, I can imagine a scenario in
which this may not be desired, e.g. if a previously paired device in my
house wakes.

I'm not familiar with our overall powerd/bus plan, but at a guess we
would want USC to action this. And in theory USC as the system
compositor will already see all input events even while the screen is
off. Thus comments #3 and #4 would be irrelevant. So I suspect this bug
will be no-action-require

Confirmed Mir is to blame for this to some extent. Using:
$ env MIR_CLIENT_INPUT_RECEIVER_REPORT=log mir_demo_client_fingerpaint
and putting the screen to sleep with Alt+P in mir_proving_server, I can see
that motion events are no longer delivered to the client while the screen is
off. Mir onl
