OK, thanks. I'm going to close this now as there doesn't seem to be
anything left that we can do in Ubuntu beyond the workaround in debconf.

No, I think I installed that package manually. I will try to notify
logilab. But if your fix works as described, at least such problems
should not result in the failing of a whole upgrade (something similar
happened to mo with the last upgrade, where a Python file could not be
compiled).

OK, sounds like it used to be owned by some package which was later
removed and maybe the link in site-packages wasn't cleaned up? Or maybe
it was locally installed?
Either way, I changed debconf to avoid upgrade failures due to this
error:
debconf (1.5.14ubuntu1) gutsy; urgency=low
* Backport
I'm sorry, but I did that, and the result was the same, so I got a bit
creative :-)

That is weird. I think that the problem is that I used python version
2.5 by default,
