UPDATE:
Another way to fix this is to replace
/var/lib/openbox/debian-menu.xml
menu.xml
with
/home/username/.config/openbox/debian-menu.xml
menu.xml
in ~/.config/openbox/rc.xml .
With this modification I don't have to run
# update-menus --menufilesdir ~/.menu
after each

Whenever I install a new package, the custom menu entry ~/.menu/eclipse
is ignored, it does not show up in the Openbox root-menu you get when
right-clicking on the desktop. update-menus succes
