I'm not at all sure on what the process is. My understanding is that
once a version of ubuntu is released packages are typically not updated
to new versions. In my understanding backports is the way to go for
this, that process seems to be documented at

How can I initiate the process of getting the updated software packaged
into 14.04 LTS? If I recall correctly 14.04 LTS still has hardware
support for a year or two.

Updated software is available in the Yubico ppa
(https://launchpad.net/~yubico/+archive/ubuntu/stable) or in a later
ubuntu release.
The software you need a newer version of is libykpers-1-1 (from yubikey-
personalization) and you need at least version 1.16.2 where the Edge is
supported.
