This is all ready in landing-045. Trainguards told me that it may be on
hold for a bit because of OTA-5. The question of QA signioff is also
open, i.e. what additional testing they may want to do. I tested the
update successfully on my BQ phone.

Perhaps it would be easiest to create a set of dev frameworks as follows using
15.06
Alternately we could do 15.04.1 but I am not sure the tools will work with that
convention.
