By following the URL provided by Schneider, I managed to have the
battery indicator back to work on Lubuntu 15.04(upgraded from 14.10).
Here are my manual installation steps of xubuntu-staging without using
'apt-get dist-upgrade:'

It basically updates xfce power manager inlcuding plugins to 1.5.0.
Hi I want to comment that running xfce4-power-manager used to show a tray Icon
in JWM, however this is no longer the case in 15.04 as well.
So, I would say this is an issue of xfce4-power-manager no longer using
_NET_SYSTEM_TRAY_Sn
For the app. This is highly unfortunate as, systemd also made up
@Jev (jev-kuznetsov)
tray-icon is no more xfce4-power-manager buildin function.
tray-icon is now xfce4-power-manager-plugins feature.
15.04 distribution lacks this files in plugin package (lxde_power_manager.so
in xfce4-power-manager-plugins):

I've compared xfce4-power-manager.xml on 14.10 to 15.04. Both do not
have "Show tray icon" option, so this is not something that disappeared
between versions 14 and 15

I have the same exact issue. I recently upgraded to 15.04. I had the
power indicator icon in 14.10, but it disappeared when I upgraded.
I was doing some searching online, and found a lot of people suggesting
to going into the xfce4-power-manager-settings and setting "Show tray
icon:" to "Always

from what i've come to understand, while that battery monitor can work,
the intention is to use the plugin provided by xfce4-power-manager. it
does seem that something is amiss there, though the plugins package is
installed.
