apt-utils marked for translate, but data unavailable
To manage notifications
Our build system only generates the partial templates without a header,
as they are merged into a apt-all template which is translated together
(some domains share strings).
We can fix this at some point by either
(1) creating headers for them
(2) merging everything into an apt template

Thanks for reporting this issue.
This is also the case for other languages, though if you look at
translation details for either of them it looks like people have
contributed to translations for it at some point. Not sure what's going
on or why the template is empty now though.
