package fixed it.

I have since gone into the system and seen that "kwin" was no longer
installed (and obviously not a dependency of the Kubuntu desktop.
After manually installing "kwin" the Window Manager returned.
So the problem is that some previous update may have removed some of the
kwin libraries, as well as
