Has there been any research into this issue? At the moment I'm unable to
package my applications against qwt because they fail to autobuild when
libqwt.so is not found.

After installing libqwt5-qt4-dev, I also could not compile until I
manually created a softlink using:
ln -s /usr/lib/libqwt-qt4.so /usr/lib/libqwt.so
Shouldn't this link be created by the dev package? Or am I missing
something obvious just like these guys did?

it couldn't link correctly

I have located the root cause of this issue, having compiled recently
the qt-console for bacula, but I'm not certain the bug is one that
belongs to this particular package.
I experienced the exact same error as Chris Howells. I noted in his
original post that he said that he was missing libqwt.so,
If you are trying to build something against libqwt5, you need the
libqwt5-qt4-dev package which does include /usr/lib/libqwt-qt4.so, I
just checked. Thanks.
