A similar issue happens on my setup (compiz in hardy): vertically
maximized windows appear below the bottom panel.
Temporary workaround for me is moving the panel away from the bottom to
another screen edge and back again.

The same happens with vnc and wine so it is a compiz issue I guess. If I have
desktop effects activated I couldn't scroll with vnc but if I deactivate them
without reconnecting vnc size fits and I can scroll.
I am using current Gutsy.
